Review of Property and Campus Services Operations
As part of the Responsible Division Management (RDM) project, a review of the operations of the Property and Campus Services (P&CS) Division was undertaken between February and April 2009. A Steering Committee chaired by Professor Ken Hinchcliff, Dean – Veterinary Science, had oversight of the review process, including providing direction and ensuring a final report on the findings was submitted to the RDM Implementation Taskforce.
Focus of the Review
The review looked at the efficiency and effectiveness of the Division and its structure, and how the service delivery to P&CS' customers could be improved. Client input formed an important part of the analysis and recommendation process of the review.
The review also obtained input from both P&CS staff and clients, specifically on the following:
- the role of departments within P&CS
- any specific accountability or delegation concerns
- opportunities to work more effectively
- how to improve service delivery, communication and coordination with clients.
Review Process
The Steering Committee was appointed in January 2009, and on 28 January 2009 approved the Terms of Reference for the review and the interview process to be conducted. This process was undertaken between February – April ’09 by Karen Hill, Senior Consultant in the Office of the Senior Vice-Principal, on behalf of the Steering Committee. Throughout the process:
- over 100 staff were interviewed
- individual and group discussions were held with P&CS staff
- interviews and meetings were held with P&CS clients and with representatives from all the faculties, central divisions and the regional campuses
- interviews were also held with external parties including some clients.
The P&CS Review Report
Prior to the report being finalised, the Steering Committee discussed the draft report with the Vice-Principal Property & Campus Services. This was also discussed with P&CS’ General Managers. The final report was completed on 1 May 2009 and subsequently submitted to the following senior University committees on the dates specified:
- RDM Implementation Taskforce: 6 May 2009
- Senior Executive: 20 May 2009. A response prepared by the VP (P&CS) and GM’s was also submitted to the 20 May ’09 meeting of Senior Executive.
